WASSER Water continues to seek ways on improving its processes and systems with the intent of better serving its customers in the Municipality of San Isidro, Nueva Ecija. Aiming for a more efficient way of delivering water bills, WASSER Water has recently implemented the new READ AND BILL process through the MatrixAndroid technology developed and maintained by MATRIXMEDIA, a Makati-based IT Solutions Provider.

Prior to the Read and Bill process, Wasser Water uses an old system procedure that involves a 5 to 7-day bills processing. It takes five (5) to seven (7) full days before bills are delivered to Wasser Water consumers after the meter reading. A considerable number of days pass before Wasser Water consumers receive their water bills. 

MATRIXCLOUD READ AND BILL SYSTEM is one of the new technologies that water and electric utilities use. This system uses Android meter reading device and a portable thermal printer.

Committed to provide excellent customer experience, WASSER Water adapts industry best practices and implements new systems and technologies which aims to further strengthen and improve its services. To elaborate the new read and bill procedures, below are the 3-easy steps, to wit:

STEP 1 (Downloading): The MatrixCloud Android meter reading device is attached to the PC that contains the Billing and Collection system for the downloading process. This process will capture customer information like, customer name, account number, previous reading, due date, sequence number, etc. After the downloading process, the device is now ready for the actual reading.

STEP 2 (Actual Reading): During reading, the MatrixCloud Android meter reading device is attached to the thermal printer via Bluetooth. The MatrixCloud device is equipped with an Android program that will automatically compute the consumption and bill amount after entering the new actual reading. A printout of the Statement of Account will be produced on the spot.

STEP 3 (Uploading): After the completion of the meter reading, the MatrixCloud Android meter reading device will be connected to the PC that contains the billing and collection system for the uploading process. This process will transfer customer's new billing information from the device to the customer's ledger in the billing and collection system. 

The new and improved MATRIXCLOUD READ AND BILL SYSTEM brings also a significant change to WASSER Water such as:

Advantage #1: It is expected to lessen the cost for Wasser since there will be no more need to input meter readings and deliver the same on the next days. Manpower cost and transportation expenses are expected to be minimized.

Advantage #2: Water consumers will also benefit from the system. They will receive the billing statement immediately after the meter reading, thus giving more time to settle their bills, avoiding possible disconnection.

Advantage #3: It eliminates the typing / encoding of readings, thus, less prone to human errors.

Advantage #4: Meter readers need not to return to the reading route to distribute the bills.

Advantage #5: Field findings and remarks were recorded, hence, making a fast action for maintenance and repair.
